The Municipal Net-Zero Action Research Partnership (N-ZAP) — Partenariat de recherche-action pour la carboneutralité municipale (P-RAC) — is a national initiative dedicated to supporting Canadian municipalities in their work towards achieving net-zero greenhouse gas (GHG) emissions.
N-ZAP is helping municipalities improve how they monitor, measure, and manage GHG emissions through research, data collection, and the development of tools for local climate action. By building on past studies in local decarbonization pathways, the project equips communities with the systems and insights necessary to identify and evaluate effective GHG reduction strategies.
New Report and Database
N-ZAP recently released a comprehensive report and database on the current state of municipal climate action across Canada. Based on data from 256 municipalities representing nearly 70% of Canada’s population, the findings provide insights into:
- GHG emissions reduction target setting
- GHG inventory development and tracking
- Climate action planning at both corporate and community levels
- Intervention strategies by sector
- Stakeholder and rightsholder engagement
This work highlights the progress and the gaps for accelerating action and enhancing local climate strategies.

N-ZAP is jointly led by the University of Waterloo, the Federation of Canadian Municipalities’ Green Municipal Fund, and ICLEI Canada, with support from the Government of Canada and in collaboration with 11 academic institutions, 10 national organizations, and 15 municipal partners.
This initiative is funded in part through the Government of Canada’s Climate Action and Awareness Fund (CAAF).
